 Responsibility of Engineering Officials in the Matter of Patrolling –

i. Inspection of Patrol Books –

ii. The Permanent Way Inspector must examine the patrol books, initial the entries entries each time he trolleys and take up irregularities. The Assistant Engineer should examine the patrol books during his inspection.

iii. Supply of Equipment to Patrolmen and Watchmen –

iv. The Permanent Way Inspectors will be responsible for seeing that each (patrolman) is provided with the equipment specified, and for periodical distribution of consumable stores like kerosene oil, match box etc. The Mate will be responsible for seeing that the patrolman and stationary watchman posses the correct equipment specified.

v. The Permanent way Inspector will be responsible for instructing the patrolmen in their duties, in the rules for the protection of the lines and in acquainting them with all vulnerable points on their beats. In addition to oral instructions, the Permanent Way Inspector shall by practical demonstrations, drill the patrolmen in their detailed duties and responsibilities.

vi. Inspection Of Equipment- The permanent way Inspector should check the equipment of all patrolmen and watchmen once a month, record the results in patrol book and take steps to recoup deficiencies.

vii. Check over Patrolling at Nights –

1. By Permanent Way Inspectors- The following are the schedule of inspection of

night patrolling for the inspector Grade III/ II and the Permanent Way Inspector In - charge; by train/trolley:

2. The Assistant Engineer shall cover his entire sub-division once in a month by

train/push trolley/ Motor trolley in the night and check the patrolmen.

Action by Assistant Engineer and Permanent Way Inspectors on Receipt of

Information Regarding Damage to the line –

On the receipt of information of any damage to the line, the Assistant Engineer and the Permanent Way Inspector -in-charge and Permanent Way Inspector (Grade III/II) concerned should proceed to site by the quickest possible means and take necessary action for restoration.

Vulnerable locations (points)–

Definition – Vulnerable locations (points) are those, where conditions unsafe for the passage of trains are apprehended and there is need for stopping of trains in time in case such conditions develop e.g.-

1. Bridges, having inadequate water-way, liable to scour in foundations, oblique/

parallel flow of water to the approaches, rise of flood above danger level frequently.

2. Bad banks liable to slips and subsidence.

3. Bridges located across river courses fed by Railway affecting tanks.

4. Cuttings and Hill slopes frequently affected by the landslides and boulder-falls.

5. Water over flowing over the track.

6. And any other condition likely to affect the safety of the track.

List of Vulnerable locations –

A list of vulnerable locations should be maintained by each Assistant Engineer /Divisional Engineer in a register form and should be reviewed and brought upto-

date.

Guarding of vulnerable locations –

a. Stationary watchman should be posted round the clock at every nominated location during the monsoon period.

b. He should keep a watch on vulnerable location and in case he apprehends danger he should take action to protect the line in accordance with.

c. The equipment for the watchman should be on the same scale as patrolman except that a watch man will not be provided with –

1. Number plate.

2. Haversack.

3. Patrol book in tin case.

4. A notebook should however be provided to the watch man.

गश्त के मामले में इंजीनियरिंग अधिकारियो के उत्तरदायित्व :- 

1) गश्त की किताब का निरक्षण :- 

रेलपथ निरिक्षण को ट्राली के दौरान हर बार गश्त की किताब का निरिक्षण अवश्य करना चाहिए तथा उसे पर अपना स्वाक्षरी भरना चाहिए तथा सभी अनियमितताओ को नोट करना चाहिए सहायक अभियंता को अपने निरीक्षण के दौरान गश्त की किताब का निरीक्षण करना चाहिए 

2) पेट्रोलमेन  तथा वाचमेन को उपकरण वितरित करना :- रेलपथ निरीक्षण यह देखने के लिए जिम्मेदारी होगा कि पेट्रोलमेन के पास विशेष उपकरण है तथा समय - समय पर उपयोगी सामग्री जैसे मिट्टी का तेल, माचिस आदि वितरण हो रहा है मेट इस बात का जिम्मेदार होगा कि पेट्रोलमेन तथा स्थावर वाचमेन  के पास सही विशेष उपकरण है 

3)उनकी ड्यूटी बताने के लिए नियम के अंतर्गत लाइन का बचाव तथा उसकी बीट में पड़ने वाले सभी जोखिम स्थल की पहचान की जिम्मेदारी रेलपथ निरीक्षक की भी होगी जबानी अनुदेशों के अलावा रेलपथ निरीक्षक प्रायोगिक प्रदर्शन भी करेगा तथा पेट्रोलमेन  के कर्तव्य तथा जिम्मेदारी बतायेगा 

4) उपकरण का निरिक्षण : - रेलपथ निरिक्षण को महीने में एक बार पेट्रोलमेन तथा वाचमेन के उपकरण चैक करना चाहिए तथा पेट्रोल बुक से परिणाम नोट करके खराबियो को पूरा करने के लिए कदम उठाना चाहिए

5) रात्रि में पेट्रोलिंग का परीक्षण :-

1) रेलपथ निरीक्षण द्वारा : - रेलपथ निरीक्षण ग्रेड III / II तथा रेल पथ निरीक्षण (प्रभारी ) के रेलगाड़ी / ट्राली द्वारा रात्री में पेट्रोलिंग का निरीक्षण करने की अवधि निम्नलिखित है 

2) सहायक अभियंता पूरे सब डिविजन में महीने में एक बार रात्रि में रेलगाड़ी / पुशट्राली / मोटर ट्राली द्वारा पूर्ण करेगा तथा पेट्रोलिंग चेक करेगा

लाइन के क्षति की खबर मिलने पर सहायक  अभियंता रेलपथ निरीक्षक प्रभारी तथा रेलपथ निरीक्षक ग्रेड III / II जो भी संबंधित हो यथा संभव सबसे जल्दी वाले साधन से साईट के लिए रवाना होंगे तथा रीस्टोरेशन के लिए आवश्यक कार्यवाही करेगे 

सुभेद्य स्थल :- 

परिभाषा :- सुभेद्य स्थल वे है जहाँ रेलगाड़ियो के आवागमन के लिए असुरक्षित परिस्थितियों की आशंका हो और ऐसी परिस्थितियों के उत्पन्न हो जाने की स्थिति में समय रहते रेलगाड़ियो को रोकने की आवश्यकता हो जैसे :- 

1) ऐसे पुल जिसमे अपर्याप्त जल निकास मार्ग, नीव में कटाव होने की संभावना, पहुंच मार्गो की ओर तिर्यक बहाव, समांतर बहाव, बार - बार खतरे के स्तर के ऊपर बाढ़ का बढ़ना हो 

2) खराब तटबंध  जिनके खिसकने और धंसने की संभावना हो 

3) ऐसे जलाशयों द्वारा पोषित नदी धाराओं के आरपार स्थित पुल जिनसे रेल  तटबंध  प्रभावित होते हो 

4) भूस्खलन और बोल्डरो के गिरने से बार - बार प्रभावित होने वाले कटाव और पहाड़ी ढलाने 

5) रेल पथ में ऊपर से पानी बहना 

6) और ऐसी कोई अन्य परिस्थिति जिसमे रेलपथ भी संरक्षा प्रभावित होने की शंका हो 

सुभेद्य स्थलों की सूची :- 

प्रत्येक सहायक इंजी. / मंडल इंजीनियर द्वारा सुभेद्य स्थलों की एक सूची रजिस्टर फार्म में रखी जाय और पुनरीक्षा करके उसे अद्यतन रखा जाये 

सुभेद्य शटल पर पहरा देना :- 

अ) मानसून अवधि के दौरान प्रत्येक नामित स्थल पर हर समय स्थायी चैकिदार तैनात किया जाना चाहिए 

ब) उसे सुभेद्य स्थल पर निगरानी रखनी चाहिए खतरा महसूस होने पर नियम अनुसार लाइन की सुरक्षा के लिए कार्यवाही करनी चाहिए 

स) चौकीदार के लिए गश्त वाले जैसे ही उपकरण होने चाहिए सिवाय इसके कि चौकीदार को निम्न वस्तुए नही दी जायेगी - 

1) नंबर प्लेट 

2) झोला 

3) टिन के बक्से में गश्त पुस्तक 

4) चौकीदार को एक नोट बुक  दी जानी चाहिए
